Dunbar corroborates Cathy O'Brien's claims of a government mind control program known as MKULTRA/MONARCH claiming that he is one of the children from a rival mind control program being run by National Socialists in the United States known as "Paperclip." Dunbar claims that, to the best of his understanding, he was "activated" in 1999 while working at Carr Concrete Corporation in Waverly, West Virginia. Dunbar says that he began making secret recordings of his co-workers over minor, but true indiscretions at work for which he was polygraphed and reported to the FBI in Athens, Ohio. He was later fired. Shortly after his termination Dunbar began using the codename "Operative Weather" which he claims can be verified through a search of BeenVerified linking him to the email account of firstname.lastname@example.org in the Marietta, Ohio area. Dunbar claims that he began to burglarize homes and businesses in that area until turning himself in to the Washington County Sherriff's Department in Marietta, OH. and entering the "mental health" system.
